Manager of Network Security


Under the direction of the Director of Network Support Services, plan, organize, and manage Districtwide Network Security services and perform other job-related work as required.



Education equivalent to a Bachelors degree; two (2) years experience in a service-based Information Technology Department.


Desired Qualification:
Bachelor’s degree, Technical certifications, Firewall management experience


Knowledge of:
Current systems for protecting computer networks and devices from hacking, malware, phishing, and other external and internal threats; network firewall, internet content filtering, and email security systems; computers, mobile devices, telecommunications systems, hardware, software and related technology including networking, virtualization and cloud connectivity; current trends in informational and educational technology; effective techniques for assessing and analyzing user needs and recommending hardware/software solutions.


Ability to:
Track network security trends and best practices in a rapidly evolving environment; maintain continued high-level professional growth and strong relationships and communication with peers in regional educational and vendor communities; provide reliable advice for the IT department in the area of Network Security; provide a high level of customer focus and satisfaction for all staff throughout the District; exercise judgment applying principles of logical or technical thinking to a wide range of intellectual and practical problems; analyze situations accurately and adopt an effective course of action; communicate effectively with staff, administration, and public both orally and in writing, using tact, patience, and courtesy; maintain a variety of complex and confidential files and records; meet schedules and timelines.


Essential & Representative Responsibilities:

  1. Continually monitor the national and international network security threat landscape and rapidly implement District-wide and localized protections as threats evolve.
  2. Work closely with system manufacturers, developers and trainers to develop expertise and to maintain optimal system configurations.
  3. Work closely with San Bernardino County Schools, CENIC and K12HSN staff to coordinate security efforts.
  4. Work closely with District teachers and other staff to maintain needed access to various online systems and resources.
  5. Attend conferences, training sessions and webinars as chosen collaboratively with IT Directors to develop knowledge and skills
  6. Maintain District Firewall system (Palo Alto as of 2019), including Anti-Malware, Anti-Intrusion, and Anti-Virus capabilities
  7. Maintain District Content Filtering System (Lightspeed Relay as of 2019), including CIPA Compliance
  8. Maintain District Email Security and Archiving System (Barracuda as of 2019), including Anti-SPAM, Anti-Phishing, and Archiving functionality.
  9. Perform regular system audits to ensure appropriate security practices.
  10. Create and schedule reports to identify security appliance areas needing remediation.
  11. Maintain the most current and/or stable software versions for all security appliances.
  12. Develop clear and simple directions in multiple communication formats to assist staff and students in using systems and in maintaining network and personal data security.
  13. Stay closely engaged with IT Directors to understand all current projects in relation to network security and offer general project assistance as needed; proactively maintain communication and collaboration with Information Technology team.
  14. Evaluate emerging technologies and provide timely recommendations for system improvements and upgrades.
  15. Troubleshoot and resolve hardware and software system problems and malfunctions.
  16. Serve as liaison to vendors supplying technology equipment and services.
  17. Maintain security, access, and privacy of critical District data to assure confidentiality.
  18. Make presentations before groups.  
  19. Perform other related duties as assigned.


Working Conditions
Indoor/outdoor environment; subject to constant interruptions; may be exposed to communicable disease and anti-social behavior; prolonged periods at a computer terminal.


Physical Abilities:
Dexterity of hands and fingers to operate modern office equipment; sitting or standing for extended periods of time; bending at waist, kneeling or crouching; seeing to read a variety of materials; hearing and speaking to exchange information; reaching overhead, above shoulders and horizontally; ability to lift up to 50 lbs.


Range K; $62,854 – 80,930 $ (3 Steps)
